CALL TO ORDER
The meeting was called to order by Chair Davis at 4:07 p.m.
APPROVAL OF MINUTES
The minutes of the November 13th Board meeting were approved as submitted.
CORRESPONDENCE
Meister read comments from the public which included a request for more Internet computers and a request to move the bar code on books-on-tape so information is not obscured (which will be remedied when we select a radio frequency identification system). A letter dated November 22nd from Montana Department of Environmental Quality (MDEQ) stated that the public comment period for the Voluntary Cleanup Plan (VCP) for the East Main Street site would not be extended beyond the original deadline of November 27th. The Library should have a final decision from MDEQ on the VCP by December 20th. Dood had received a letter from a woman who had donated videos on creationism to the Library and did not realize they might be sold in the book sale which they were. The
distributor of the videos then wrote to ask why they were not added to the collection, to which Dood responded by saying she could not find good reviews on them nor credentials on the lecturer and we had recently added another well-reviewed video on creationism.
FOUNDATION REPORT
Richardson reported that the “Great Books Make Great Gifts” Party on Friday, December 6th, had gone extremely well with very favorable comments on a great variety of books and good food. Over $8,000 in books were sold with the Foundation receiving $3,000 of that amount. Tickets in the amount of $12,000 were sold with some bills still outstanding. The only criticism was the crowdedness of the Carnegie Library. Richardson said the Foundation will plan this same event before Christmas Stroll next year.
FRIENDS OF THE LIBRARY REPORT
Meister reported that she will meet with the incoming Co-Presidents Rose Vallor and Paula Beswick on January 6th about their goals for the coming year. The Friends will meet on January 8th to apportion their donations to the Library. Meister thanked this year’s Co-Presidents Tara Gallagher and Cameron Hildreth for their good work, which is also in the Library newsletter.
DIRECTOR’S REPORT
Meister reported that after five and a half months or 45% into this fiscal year, the budget report shows 60% remaining. The statistical report showed a 5.55% increase in circulation for October, nearly a 38% increase in reference and information questions asked, and a 7.3% increase in door traffic. The Environmental Remediation Public Meeting and Hearing, which occurred November 20th at the Emerson Cultural Center, featured Dave Bowers of the Montana Department of Environmental Quality (MDEQ) doing an excellent power point presentation (available on the Library’s web site). Only ten members of the public attended with three written comments, to which RTI is responding. A Hiring Committee has recommended a candidate for the position of Librarian II - Head of Reference and Adult
Services. Our new shelver has already resigned, so we are advertising for that position as well as several substitutes at the Circulation Desk. An Art Subcommittee of the Building Committee has been formed and consists of: Ray Campeau; Erica Dungan; Charlie Hamp; Rob Pertzborn; and Vicky York. JB Bancroft and Meister will be ad hoc members. The subcommittee has met three times and plans its next meeting after schematic design is completed. The Friends/Greater Yellowstone Coalition program attracted 60 people on Wednesday, November 20th. Meister met with Dr. Cohn of the Cambridge Management Group about a potential countywide Patient Education Center. The Children’s Book Week events during November 18-24 went well with nearly 100 people at the puppet presentation and 36 at Lilly’s Purple Plastic Purse Party on November 24th. The Teenage Advisory Group (TAG) is planning a murder mystery at the
Library on Friday, December 13th, with over 30 teens signed up. The Library participated in Christmas Stroll activities on December 7th by having a card-making class, craft opportunities in the children’s library, and piano music with cider and cookies. MSU Renne Library is hosting an Open House on Thursday, December 19th, from 2:00 to 4:00 p.m. The MSU Marketing students will be giving their final report to our Marketing Committee on Monday, December 16th at 2:00 p.m. A connection to the Internet for laptop computers has been established on the first floor. The former Foundation office space has been converted into additional office space for staff. The Library will be closed December 24th, 25th, and January 1st for the holidays. There will be a Volunteer Party on Tuesday, December 17th, from 3:30 to 5:30 p.m. to thank the many hard-working
volunteers.
ITEMS FOR DISCUSSION: STORY DISTRIBUTING PROPERTY; CALA; STOP LOSS INSURANCE
There was nothing new on Story Distributing; Bancroft will pursue. Regarding the Controlled Allocation of Liability Act (CALA), Johnson noted that the Trustees can do a notification with intent to pursue but can withdraw from that if need be. Action After discussion, Brown moved to make a formal recommendation to the City to pursue the Controlled Allocation of Liability Act funds, Kesselheim seconded, and the motion passed. RTI will donate time toward this project and will get the necessary CALA materials to Brown immediately due to it being time-sensitive once the work plan is approved by MDEQ. Deming then spoke about stop loss insurance, noting that there is a cost cap coverage available which could amount to 10-15% of the total cleanup cost. The City is self-insured already.
After discussion, it was decided that Deming would send a summary letter about stop loss insurance to City Attorney Paul Luwe in order to receive a determination from the City about the need for it. Also Deming will make a list of environmental remediation contractors available to Dave Koltz at the City Engineering Office and to RTI.
BOARD MEMBERS’ AND CITY COMMISSIONER’S REPORTS
Davis reported on a meeting she and Meister had with City Engineer Rick Hixson and Koltz regarding the logistics of contract maintenance with RTI. It was decided that change orders would go to the Environmental Remediation Subcommittee for approval with Koltz’s and Hixson’s recommendations as the Library needs their engineering expertise. Thus the recent RTI bill will go to the subcommittee for approval. The contract with Martel Construction Inc. has been signed. The Program and Design Subcommittee will meet on December 18th to look at the latest schematic design, though the Board felt there was no immediate need to finalize the schematic design until everyone had reached accord on it. There is a Transit meeting on December 16th to consider the incorporation
of the Library into the transit plan. The Bozeman Historic Preservation Advisory Board wants the Historic Milwaukee Road Depot to remain “in situ” with preference and support given to proposals that retain the structure intact at its current location. The Building Committee will discuss this request. The City Commission is presently meeting with local boards, so there might be a meeting between the Commissioners and the Trustees in the future. The sale of bonds for the Library is tentatively set for January 13th.
